Yes, Silverlight supports multicast in 2 ways:
1) WMS multicast streaming via the MediaElement API
2) UDP multicast interface for generic multicast support - http://msdn.microsoft.com/en-us/library/ee707325(VS.95).aspx

Expression Encoder doesn't support this. Silverlight, however, does have the necessary APIs to build a MPEG2-TS/UDP source filter in .NET. I don't know if anybody has done that, but it is possible.

We are testing mass scale Video over Docsis for Adaptive Bit rate technology. Is there a way to convert MPEG2-TS over UDP to Silverlight. Can I use Expression Encoder Pro to achieve this ?

I don't think that Smooth Streaming is an appropriate technology for video chat. Video chat needs to be very low-latency, nearly realtime - and HTTP downloads don't lend themselves very well to realtime communications.
You should look into protocols based on UDP. Silverlight 4 supports UDP and TCP sockets so implementing a custom video chat protocol ought to be possible.

Please help. I want to create a video chat on Silverlight with using the Smooth Streaming. But I can not require IIS installed at customer. Can I do this without using IIS? Perhaps "Smurf" can help me?
